The plan of any system involves its specified use,
but any real design must include the myriad unspecified
exceptions and proceptions:
what should or does a system do when resources are not
secretarial nor (even) studied applications to real situations?!
what is maintainable operation?!
what constitutes real system?!
Ultimately, what decides what a (any) system will become?!
the more varied the criteria imposed, the more flexible,
or the more robust?!
The inertial tendency of the well-schooled and
well-experienced engineer is a method of self-responsive
induction or 'caryy-on' - but this is criminal if of itself
(this method) induces the unwary to seek their design niche,
oblivious to the pressing demands to relearn,
lest invention falters to 'gamesmanship' leaving
TEMPEST extremites untouched, unheeded, and even thwarted.
The applications for TEMPEST Engineering seem to begin with
MILSPEC because the military notoriously rushes into tempests;
and occasionally the tempest is brought home.
But ultimately as mankind ventures into outerspace
in multiple simultaneous loci,
the disasterous losses tolerated today by hierarchies
of politicians and fanciful managers will become loathed
and rejected of scientists (who, certain of their own works,
cannot condone sloth and slander among those they must
(daily) advise: they come to trust their own advice,
and failing a hearing among peers and reviewers,
they seek-out new audiences).
The regimen of space living (habitation),
where space itself is so immeasurably abundant becomes
the sole adversary to law and order -
the tendency among humans so placed is the resort
to ancient modes of strategy and tactics:
a new exodus, a new leader, a new Commandment;
a tool in one hand, a weapon on the other hand ...
not the wisest choice for the most rapid progress:
endurance is not the key to life or revelation.
The scope of this work (book) is the broadest specific
technological prospect immediately attainable -
where cost is measured not in dollars nor *nterClams
but in theoretic and demonstrable attainment of the
scientific goals or truths by which we may live and
enjoy this foray into time and space.
The military design target criteria of low emission
detectability, sustainable compromises,
configuration comprehensibility, command retention -
or in the military jargon, communication, control, computation,
command, or C4, or C4I including military intelligence -
is the merest glimpse of TEMPEST engineering,
restricted to a minor scenario: war or no war,
global thermonuclear warfare, avoiding DEFCON ZERO's
"every man for himself".
The space sciences and nautical technology criteria
are no less demanding ... but if attention is paid now to
TEMPEST engineering, then it might never lead to
[untenable] space wars: the cause of matter, removed:
we should be bearing away from anarchy on Earth,
however armed and enabled by sciences and technologies,
and, toward reign in space, demanding, developing,
and expanding Science and Technology to the utmost;
and toward DEFCON SIX' "[excess] swords into plowshares"
(rapidly instigating opportunites for peace) and
DEFCON SEVEN's "elimination of war" and
DEFCON EIGHT's "one world Truth and Life".
DEFCON SIX requires effectual, efficient (conversion of)
technologies and stockpiles, not grade-busting but
grade-dipping [bow-and-curtsy] -
not bombs-to-reactors but bombs-to-engines-and-authorities:
plowshares not steakknives.
DEFCON SEVEN requires securing,
clearing communications channels and purposes,
not mere military chains-of-command but public internets
and full stereo-/holo-definition television,
and uniform regulations not impositions.
DEFCON EIGHT requires expounding, expanding reason and revelation:
education at home, at school, at business, ...
at work and at play. Simulation technologies,
not decalcomania: tenuous, soft differences, not hard.
It has been fairly easy to allow the military up to
DEFCON FIVE's "peacetime", for, without SIX and SEVEN,
it is the status quo "laze-or-war".
We presume for this text the ideal requirements as our standard,
generalized from our present concept:
we presume UHF neutrino radio,
for the purpose of unimpeded communications;
we presume interplanetary travel times of months,
and velocities of 100K mph [meters-per-hesit ~ miles-per-hour]
and Earth-orbit escape or faster ...
and accelerations of 0.1gee sustained nuclear rocketry;
We presume close-range nuclear device detonations for
emergency authority over cometary rubbles;
we presume a stable infrastructure withstanding
contrary public opinion; we presume a grand fleet of twelve
Grand Nuclear Space Cruisers yielding monthly scientifc reports
(allowing a year each).
The outlay of this work (book) is a specifications guideline,
a first-work, intending to be comprehensive yet brief.
We discuss several aspects of the TEMPEST design methodology,
not as case examples but as required upon
future engineering efforts: though topical and conversational,
the intent is to examine and elucidate
criteria as met contractually, here typically.
These articles should inform and remind,
thereby letting all involved, the engineer,
the manager, the contract specifier,
work to a more common goal,
all discerning the expectation upon this branch of endeavors.
What was not available in college curriculae,
either because of military security, or avexing discipline,
is here layed-out, dissected, and discoursed among peers.
